Stygian conscripts

With the Stygian Empire battling for survival against the Imperium conscription soon became common on the worlds of the Stygian Empire.  Conscripts were often used as pdf (planetary defense force).  They were also used by their cynical Alpha Legion overlords as cannon fodder prior to a major assault being launched.  They were frequently used in FLASHFIRE campaigns the Stygian Empire undertook against the Imperium of man.  Conscripts could fire their weapon and fight in hand to hand but that was about the extent of their combat capabilities.
