As the Stygian wars continued to rage on the Alpha Legion began to consider new approaches to winning the war. One of these approaches was to try and recreate the thunder warrior project that allowed the Emperor to win the unification wars on Terra prior the great crusade. The Thunder warriors were substantially stronger, more durable, capable warriors than base line humans. While not the match of an Astartes four or five such warriors were capable of defeating an Astartes. They could undergo transformation at any age even as old as 40 standard Terran years and tended to have an 80 percent survival rate among those initiated into becoming thunder warriors.
Indeed the only drawback was the mental instability and gradual descent into psychosis that all thunder warriors suffered after several years. To the Alpha Legion this was no drawback. They could create thousands of thunder warriors from conquered populations in the Stygian wars. Subject them to hypno conditioning to ensure loyalty and unleash them on the Imperium in a kamikazi tidal wave of death and destruction during the Stygian Wars. The project to recreate and unleash the thunder warriors became known as the Mt. Arrat project.
