Alpha legion masters of possession along with members of the Dark Mechanicus began binding souls to substation power engines. The binding of souls led to an increase of energy output as the souls of the damned thrashed about in torment. They further served as a booby trap as any boarding force that destroyed the substation engine would unleash the tormented which would seek to kill everything nearby before vanishing back into the ether and the warp.
