The Stygian Empire made extensive use of ship escape pods during their flashfire campaigns against the Imperium where agents were deployed en masse at random upon a planet to wreck havoc.  The Alpha Legion used such pods to deliver covert agents and equipment to hydra cells hidden deep within Imperial worlds.
